The app was built by Shadow Inc., a small Washington, D.C.-based tech company connected to nonprofit digital-strategy organization Acronym, which launched Shadow last year. Daniel Castro, vice president of the Information Technology and Innovation Foundation, a Washington lobby group, said state requirements governing election equipment and technology tend to vary. If one piece of the back-end infrastructure isn’t “tuned to perfection,” the app can appear to not work properly, which can heavily affect app usage, Mr. Kenefick said.
