“An NIA team went to the U.S. in relation to the extradition request of Rana. Extradition Treaty of 1997, for extradition of U.S.-based individuals for their role in the November 26, 2008, terrorist attacks in Mumbai. Most recently, a team from the NIA visited the U.S. on December 13-15, 2018, for discussion with the U.S. authorities,” the Minister said. Unlike Headley, Rana did not enter into a plea bargain with the U.S. authorities. According to the FBI, after the 26/11 Mumbai attacks, Headley visited India again in March 2009 to conduct additional surveillance, including of the NDC in Delhi and of Chabad Houses.
