WASHINGTON—Aides were milling around on the Senate floor one day last week when a manila envelope arrived by courier from the White House. Typically the envelopes contain formal notice of moves that have already been coordinated at both ends of Pennsylvania Avenue. Not this time: It said the administration was withdrawing its nomination of Ronald Vitiello for director of Immigration and Customs Enforcement.
