Manuel Cabochan III has sought the creation of a P20-billion development fund to be used to accelerate the development of all barangays in the country within a 20-year period. 5844,the proposed Barangay Development Act, to strengthen barangays as the country’s primary political-economic units. “A continuing development program for all barangays shall be undertaken in accordance with a national master plan for the development of all barangays,” Cabochan said. It provides that 20 percent of all Expanded Value-Added Tax (E-VAT) collections shall be set aside to augment or complete the seed fund.
