Sir Rod, 74, and his wife Penny Lancaster, 45, bought their new Grade II-listed 18th century home in Harlow, Essex, in 2013. But a report by the Government spending watchdog predicts that the Emergency Services Network (ESN) will not be in use until 2022 at the very earliest. Sir Rod, whose music career spans more than five decades, has had eight children with five different women. It comes after Sir Rod was charged by police after allegedly punching a security guard at a hotel in Florida on New Years Eve.
