Share TweetBy Mario CasayuranThe Senate started on Tuesday its debate on the proposed P3.737-trillion national budget for 2019 amid fears it is physically impossible for the Upper Chamber to pass it before it goes into a month-long Christmas break starting December 15. “Slow utilization and deliberate under-spending has always been the scourge of the national budget for years. Toward this goal, the Executive branch has presented a National Expenditure Program (NEP) for 2019 that is cash-based. Dubbed as a modern and open cash-based budget for disciplined, accountable, and faster service delivery, the 2019 national budget was crafted based on the macroeconomic assumptions presented and discussed during the Development Budget and Coordinating Committee (DBCC) briefing, Legarda said.
