The Head of Justice and Construction Party, Mohammed Sawan, confirmed that all of the Malta-hosted dialogue meeting had consented on the necessity of amending the constitutional declaration by the Tobruk-based House of Representatives (HoR). Sawan’s words came after the end of the dialogue session held on Thursday and Friday in Valletta, Malta. “The dialogue participants must then look for an alternative for the HoR, such as regarding the HoR members who are taking part now in the dialogue and who support the agreement as the HoR as a whole.” Sawan proposed. Tobruk-based HoR is still protracting the amendment of the constitutional declaration, which would see the Skhirat-signed agreement becoming part of it. The HoR voted no confidence for the UN-proposed government more than a couple of months ago, which is considered a violation of the political agreement that is supposed to be the granter of legitimacy to the HoR.
