The Sandiganbayan’s Seventh Division convicted former Norzagaray (Bulacan) Municipal Mayor Feliciano Legaspi Sr. of usurpation of official functions after it found that the prosecution’s evidence “sufficiently” showed that he unlawfully solemnized 37 marriages and issued a mayor’s permit when he was suspended. It said Legaspi admitted in a judicial affidavit that he was placed under suspension. According to the decision, Legaspi denied receipt of the suspension order “as he has no recollection of it.”He said he could not have signed the documents because he was serving the suspension. According to the decision, Legaspi solemnized marriages and issued a mayor’s permit starting December 14, 2012 until May 10, 2013. Theresa Dolores Gomez-Estoesta, who leads the Sandiganbayan’s Seventh Division, penned the decision, which was concurred in by Associate Justices Zaldy Trespeses and Karl Miranda.
