OPINION: In an announcement made in February of this year Transparency International reported that New Zealand is the least corrupt country in the world. No country is immune from falling short of being a true democracy with its appropriate checks and balances. His autocratic style meant some truly terrible decisions were made, including his cancelling of Labour's fledgling pension scheme which Muldoon regarded as a step too close to communism. Although Singapore falls short of being a true democracy, under Lew Kuan Yew's leadership Singapore changed from being one of the most to one of the least corrupt countries.
