Multiple Government of India websites, including the one for NPR, state that it is compulsory for every citizen to register in NRIC and that NPR is the first step towards preparation of NRIC. The coercive digitalisation resulting in hyper centralisation has virtually eliminated the role of the state government wherever digitalisation prevails. The update of NPR in 2020 incorporating all links to personal data multiplies the known risks associated with Aadhaar. It poses new risks to civil rights and privacy as the legal framework of NPR provides absolutely no privacy safeguards. The combination of data fields from NPR 2020, Census 2021, Aadhaar and numerous other databases created as part of the digitalisation drives will help in rapid progression towards NRIC.
