PARIS—Renault SA, Nissan Motor Co. and Mitsubishi Motors Corp. plan to appoint a general secretary to coordinate coming projects and renew momentum for a globe-spanning alliance that has faltered since the arrest and dismissal of auto titan Carlos Ghosn last year.
