The new Government's regional unemployment scheme could draw on a $50m fund announced by the last Government but never used. And it isn't likely to include sanctions on those who don't work - although the plan is still being developed. Labour and NZ First policy on benefit sanctions and unemployment has historically differed considerably, with NZ First preferring a much more hard line approach. Jackson wouldn't reveal any details or comment on whether sanctions would be part of the scheme.
