In Carney’s Canadian version of the new world order, personal relationships count for nothing and it’s every province for itself. Without access to the U.S. market, a Chinese EV plant could never produce the volume needed to justify the expense of building it. Given the uncertainty over the future of the Canada-U.S. trade deal, Carney’s concession to the Chinese is ill-timed, at best.
