“Instead of reforming police service, the government is busy transforming police into private militia for killing innocent Kenyans,” Raila said. Cord leader Raila Odinga has accused the Jubilee government of perpetrating extrajudicial killings that have happened in the country. "The killings being witnessed must stop and the state is the suspect of being behind the extrajudicial killings," he said. Raila was referring to the murder of Businessman Jacob Juma, Lawyer Willie Kimani, his client Josephat Mwenda and taxi driver Joseph Muiruri whose bodies were found dumped in Oldonyo Sabuk River. "The police reform has stalled due to lack of political goodwill from Jubilee administration," Raila said.
