Contrary to “Accused Terrorists Tap Bank Funds” (World News, June 20), the State of Qatar offers no haven to those who support terrorism. In the 11-year-old case of Khalifa al-Subaiy, we imprisoned him following his conviction, and since 2008 there has been a travel ban in place preventing him from leaving Qatar. Within Qatar he is under continuous surveillance. All financial activity is fully monitored and reported. Everything, including allocation of living expenses, was done with the knowledge and approval of the U.N. Security Council.
