Before BRAC University, Prof Chang was the inaugural chair for Institutional Development and a professor at the Practices of Management Economics in The Chinese University of Hong Kong, Shenzhen, China. The founding president of the University of Business Technology (by Virginia Tech), Muscat, Oman, Prof Chang had worked as the planning director there. Prof Chang obtained his first PhD in electrical engineering and computer science from the University of California at Berkeley and second PhD in economics from the Massachusetts Institute of Technology (MIT). He achieved his master's degree in public administration from Harvard University Kennedy School of Government, and MBA from Yale University School of Management. He did his master's and bachelor's in electrical engineering in National Taiwan University, Taipei, Taiwan.
