Normally, the better engine of growth is the private sector. When Ernesto Pernia resigned last month as socioeconomic planning secretary, he said his development “philosophy” was for the private sector to take the lead in growth. The government should instead focus on safety nets and devote the larger part of its resources to help the private sector recover. In other words, a vibrant private sector should be at the forefront of a sustainable and effective recovery program. Instead, it needs to concentrate on building the infrastructure and business-friendly environment that entice private enterprises to relocate away from urban areas.
