Workers have lost out on $28 million over the past six years because the ministry failed to collect the money owed to them, research shows. In Toronto, the median hourly wage for the sector is $11.50, and less than 3 per cent of workers are unionized according to municipal data. A study of Chinese workers in the GTA revealed that some 43 per cent were paid less compared to the provinicial minimum wage.
