Resident surnamed KwongNinety five percent of petition flat residents said that it is hotter inside their homes than outside because of their poorly ventilated and cramped housing, according to Society of Community Organisation. SOCO interviewed 100 resdidents of cage homes, partition flats and rooftop housing in July. The highest temperature recorded in a rooftop flat in Sham Shui Po was 38.3 degrees Celsius, 5 degrees higher than the highest temperature recorded in the district that day. A man surnamed Kwong who lives in a rooftop flat also said that he could not sleep well at night because there are tens of rats living in the false ceiling of his flat. SOCO suggested that the government should quickly draft a timetable for implementation of rent control and monitor the situation of over-charging of water and electricity of petition flat residents.
