Cecilia Prokop began thinking about Halloween when she first saw the candy pop up in the grocery store toward the end of August. "It is early [to start thinking about Halloween], but it's also not. On Thursday, Dr. Saqib Shahab, Saskatchewan's chief medical health officer, told reporters the province will be issuing guidelines closer to Oct. 31.
