CALAPAN CITY, Oriental Mindoro: As if health protocols imposed by the national government aren’t enough, the local government here has set another requirement for travelers to the island. Eduardo Gadiano issued an Executive Order (EO) requiring theregistration of the Safe, Swift and Smart Passage (S-PASS) with the LGUs. Launched in November 2020, the S-PASS is a travel and mobility management system of the IATF-EID which requires people to register before they can travel. Dr. Hubert Dolor, Oriental Mindoro provincial administrator, said he was not aware of any EO coming from the governor but that its implementation locally was based on the IATF guidelines. Orlando Maliwanag, former information officer of Oriental Mindoro, cited the case of a friend who needed to come to Mindoro to attend to a family member who was seriously ill.Maliwanag said his friend registered with the S-PASS but was twice denied.
