President William Ruto has unveiled plans to establish a specialized digital intelligence unit, aimed at curbing the misuse of the internet. According to a presidential report presented to parliament, the government is not only focusing on digital intelligence but is also crafting a legal framework for digital policing alongside rapid response protocols. The annual report on national security, covering the period from September 1, 2024, to August 2025, paints a concerning picture. Political analyst Peter Kagwanja opined, “Ruto is somebody who understands the script, but more important, someone who thinks long term. As the balance between national security and personal privacy becomes increasingly tenuous, the real impact of Ruto’s digital intelligence unit remains to be seen.
