The guns have been idle in Libya for three weeks and elections are planned for a year. A good three weeks ago, after years of bitter fighting, the civil war parties had already agreed a ceasefire. Now, according to WELT information, EU chief diplomat Josep Borrell wants to make a commitment by Europeans in Libya the subject of a video conference of the EU defense ministers next Friday. A note in the minutes stated that “The High Representative (Borrell) plans to address developments in Libya, specifically regarding a possible role for the EU in supporting a UN-led ceasefire surveillance mechanism”. Williams also called for the withdrawal of foreign militiamen within 90 days of the ceasefire agreement under UN supervision.
