A Winnipeg police officer who grabbed a wheelchair user's arm and fractured it while trying to get him buckled into the rear of an ambulance will not face charges. The IIU's final report says the Winnipeg Fire Paramedic Service received a report that the man had fallen out of a wheelchair and hit his hand. Man resisted arrest: reportHe was transported to the St. Boniface Hospital and his broken arm was placed in a cast. He was later admitted to the Health Sciences Centre for surgery on his injured arm. He wrote the arrest was lawful, the use of force was reasonable and the man's physical condition resulted in the broken arm.
