The onetime president of the NAACP’s Spokane, Wash., chapter, Rachel Dolezal, reached a settlement with the state last month regarding her welfare fraud case. “I think it’s a fair and equitable resolution of the matter,” Dolezal attorney Bevan Maxey said.
