There was a time, not even a decade ago, when Republicans held roughly half the 2,500 mayoral and city council seats in California. Fewer local officeholders means fewer political prospects to launch into higher office, a problem that could plague the GOP for years to come. But over the better part of two decades, the state GOP has fallen to rump-group status as its leaders promoted policies and embraced personalities that antagonized a growing number of California voters.
