Swarup told ET the minister was “sitting over files that entailed an investment over Rs 50,000 crore”.Swarup also said: “Yes, the ministry of environment and forest was the biggest bottleneck in fast-tracking projects. However, in this particular case, the concerned cabinet minister was sitting over files. “Mr Prakash Javdekar is one of the most amiable persons I have come across in my entire career. Thankfully the chairperson, Anita Karwal, one of finest officers, stayed on and continues to do remarkable work”, Swarup told ET. Swarup’s book is likely to recall that the ministry press conference on the CBSE paper leak happened only after a PMO goahead as Javadekar insisted on getting the clearance.
