Tuesday's congress should mark the beginning of the end of a tumultuous period for football in New Zealand, which began when Football Ferns' players complained about the conduct of coach Andreas Heraf last June. Those complaints prompted ExCo to launch an independent review of the team environment that was later expanded in scope to cover NZ Football more broadly.
