New York City entered its fourth and final phase of reopening on Monday with the resumption of outdoor venues, but some lockdown restrictions, including a ban on indoor dining, will remain in effect. Under the new phase, low-risk outdoor arts and entertainment, including zoos and botanical gardens, are permitted to reopen. Outdoor media productions and professional sports competitions without attendees are also allowed to resume operations.
