The Road Safety Authority (RSA) said there had already been 32 cases this year where a car was involved in a minor accident or prang while a driving test was being carried out. It said this had resulted in 12 cases where either the candidate, the tester, or a person in another vehicle had suffered minor injuries. Under strict rules, all driving test candidates are obliged to have a valid insurance certificate, as well as a valid NCT cert and motor tax disc before they are even taken out on the road. Examiners are also allowed to call a halt to a test if they feel there is a safety issue. One former tester said that while accidents were uncommon, the stress of taking a test can sometimes cause drivers to make mistakes they might not normally make.
