National accuse Govt of 'diverting' road taxes to rail, but Transport Minister says that isn't possibleALDEN WILLIAMS/FAIRFAX NZ Judith Collins is accusing the Government of diverting road taxes to rail, but minister Phil Twyford says no funding has been changed. BRADEN FASTIER/STUFF Transport Minister Phil Twyford says a rethink of transport funding is coming, but is not yet underway. "It is not possible for the Government to take money from current roading projects in the Land Transport Fund. The National Land Transport Fund is ring fenced so it can only be used to fund land transport, but not exclusively roads. Most central government rail spending is funded out of general taxation instead, but some has come from the National Land Transport Fund within its public transport spend.
