A cyclist acting suspiciously with a large SLR camera has been detained on Parliament's lawn in Wellington. Police stopped the man and handcuffed him while lunch eating Wellingtonians looked on. A security staffer from Parliament assisted at least five police officers. "Police responded to a report at 12.38 of a man acting suspiciously on Parliament grounds," a police spokesman said.
