WASHINGTON—The role played by the Pentagon’s chain of command in investigating and prosecuting military sexual-assault cases has resurfaced as a key issue in a congressional debate over the annual defense policy bill. Adding energy to the debate, several female senators, including two U.S. military veterans, proposed measures to address the issue. But they remain divided over whether to strip military commanders of the power to decide whether assault cases should proceed.
