Andrés Manuel López Obrador, Mexico’s newly inaugurated president, announced a plan to address violent crime. [Violent crime in Mexico is at a 20-year high. The announcement that the new Mexican government would create a National Guard reporting to the Ministry of Defense came as a surprise. In fact, the idea of establishing a national guard in Mexico akin to France’s Gendarmerie or Spain’s Guardia Civil is not new. If these findings hold true for Mexico’s current situation, López Obrador’s National Guard plan is unlikely to address the problem, at least not by itself.
