In a municipal pipe yard in Queens last week, city worker Fidelis Utulu danced a quick jig atop a manhole cover. He wasn’t celebrating. He was testing to make sure the 195-pound disk didn’t wobble on its frame. “I bet it would wobble if you were drinking,” a fellow worker cracked. But the cover had passed its final test.
