Frank Kiongaze, 22, of Gleadless, Sheffield, was charged on Saturday over the death of 19-year-old Ryan Jowle, South Yorkshire police said. Kiongaze was also charged with possession of a bladed article, the force said. Kiongaze will appear at Sheffield magistrates court on Monday, police said. Police were given special stop-and-search powers to tackle knife crime after the second victim, a 15-year-old boy, was killed on Thursday evening.
