The big message was of optics, to put forward an image of unity with the presence of several key governors and, no doubt the star of the show, Supreme Court Chief Justice Ricardo Lorenzetti. In 2009, the Supreme Court declared that detaining people for possession of illegal substances was unconstitutional. But dealers, of course, are the lowest rung in the illegal drug business. This increased pursuit of consumers is coming at a time when Macri’s administration has made it clear there are no plans to decriminalize drug possession.
