MPs kick off debate on proposed sexual offences law


The National Assembly on Wednesday began debate on the Sexual Offences (Amendment) Bill, 2016. The proposed law, by Busia woman representative Florence Mutua, seeks to deny plea to sexual offenders on grounds that such cases lack evidence. The legislation seeks to seal loopholes that sexual offenders, who defile minors and school girls, use to escape justice by negotiating with the families. If the law is enacted, sexual offenders will be fined Sh500000 or jailed for five years or both if found guilty of such acts. Special units as well as officers specifically tasked to conduct investigation relating to the such crimes will be established under the proposed law.
