Purcell says the Trump administration has “changed their minds about five times” about whether the executive order applies to green card holders from the seven countries. (He says there are a half a million of them). That’s an exaggeration, but he’s right that there was massive confusion from the White House on down about whether it applied or not. Trump’s closest aides initially said unequivocally that it did apply to legal permanent residents. And now John Kelly, the secretary of homeland security, has said definitively it does not.
