Until the Reform Act is changed to automatically bind all parties in all parliamentary sessions, the act will accomplish little. In the 1980s, it relaxed these rules to mandate a leadership review at the first convention after each general election. And party rules have something to say on the matter. Among other things, it allows each party’s caucus to trigger a leadership review when at least 20 per cent of a party’s MPs request one. There’s just one catch: the act only binds parties if MPs vote to have the act apply to them at the party’s first caucus meetingfter a general election.
