MANILA, Philippines — Tropical cyclone Siony (international name Atsani) on Sunday entered the Philippine Area of Responsibility shortly after Super Typhoon Rolly made its second landfall over Albay. "Siony" intensified into severe tropical storm on Wednesday afternoon.
