MANILA, Philippines — The Manila International Airport Authority announced that a number of flights are grounded on Sunday due to bad weather. At least two flights of Cebu Pacific headed to and from Tuguegarao were canceled due to the inclement weather. The state weather bureau said amihan or northeast monsoon are brining rains over some parts of northern Luzon.
