The Kisumu Public Service Board launched the county’s human resource policy and procedure manual on Monday. PSB chairman Nashon Oguya said residents were involved when drafting the human resource and public service policies. The PSB strategic plan for 2015-2019 was also launched to improve service delivery. Areas covered in the human resource manual include medical benefits, leave, training and development, disciplinary processes, employment procedure, an HIV and Aids policy and methods to deal with alcohol and drug abuse. The Public Service Board should induct all staff on the application of the manual.
