Complainants Lydia Gabo and Maria Belen Daa, are the mothers of Rhaffy Gabo and Marcelo “Nonoy” Daa, Jr., respectively. Rhaffy Gabo, Nonoy Daa and Jessie Cule, were among those killed during the QCPD's “tokhang” operation in Barangay Payatas on August 21, 2016. Efren Morillo, the lone survivor of the tokhang operation, had earlier filed a complaint before the ombudsman against the four police officials and the five police informants.
