(Photo: Jenipher Wachie/Standard)The former Secretary General of The National Alliance (TNA), Onyango Oloo, illegally signed a contract that could cost the taxpayer Sh4.2 billion. "It is inconceivable that a non-executive chairman was allowed to execute a contract for the construction of the mall. Oloo served as the secretary general of President Uhuru Kenyatta's 2013 election vehicle, TNA, before defecting to the Opposition last January. "Mr Oloo had no legal authority to sign a contract," said Kisumu MP Olago Aluoch.
