He announced that, 40 years after the humiliating end of the Vietnam War, Washington would lift its arms embargo and sell its former enemies a full range of U.S. weaponry. The U.S. helped establish a military centre outside Hanoi to train Vietnamese troops serving in UN-sponsored peacekeeping missions. One country can have “normal” relations with another country without offering to help stuff its arsenal with new and advanced weaponry. A U.S.-sponsored University, Fulbright University Vietnam, is opening in Ho Chin Minh City, headed by a former U.S. senator and Vietnam veteran. Less than 50 years ago Vietnam was a country of fear and bloodshed because the West saw it as a threat of communist expansion.
