The northern Manitoba community of Churchill is suffering the equivalent of a bad hangover, caused by too many years of dependence on government subsidies. OmniTRAX never really wanted the port itself, but took it to obtain the 820-kilometre rail line that went with it. Everything is fine until the subsidies end, at which point the jobs dry up and the workers are left in the lurch. So the people of Churchill face an uncertain future, while governments continue to contemplate subsidies to “create” jobs and prop up struggling industries in other communities. Regional development agencies across the country pour money into government-approved schemes to help them “compete.”As Churchill residents have learned, it’s a rickety racket.
