Kapiti Coast corporate services manager Wayne Maxwell said council staff owned up to the mistake and apologised. The progress results announced on Saturday evening accounted for 93.2% of votes cast. Chapman said it was good that Kapiti Coast staff had owned up to their part in the problem. "But it still leaves questions about why the Election Services people did not follow up sooner.
