KAMOTHO: High entry grades for TTCs crucial for quality

An article (Saturday Nation, December 15) titled “Teachers Service Commission policies undermining quest for quality education” by Prof Paul Ogula needs to be evaluated. For instance, the debate on who should determine entry grades to TTCs is needless. The most unfortunate argument is that there is no correlation between high academic entry grades to TTCs and the quality of teachers. In 2005, the entry grade to primary TTCs was raised to grade C plain from D plus and from C plain to C plus for diploma. Globally, recent studies by the World Bank and Organisation for Economic Cooperation and Development (OECD) clearly support the case for higher entry grades in the realisation of quality teaching.
