A Kāpiti pharmacist who doused his neighbour in petrol following years of noise complaints has told a disciplinary tribunal he "just snapped". During the incident two people were covered in petrol and the victims laid a complaint about his conduct with the Pharmacy Council in December 2017. The Pharmacy Council appointed a Professional Conduct Committee (PCC) to investigate the event, who then laid charges with the tribunal.
